In the rule Power Actions, change

All Power Actions cost 1 Puissance more per two Vampire Lords (other than the Vampire Lord performing the Power Action) with 3 or fewer Puissance at the time at which the Power Action is undertaken.

All Power Actions become more expensive when delayed, through a mechanism called the Rumination Surcharge, which is a Puissance cost that is added to the cost of all Power Actions. The Rumination Surcharge is worked out as follows:

* If more than half of all Vampire Lords have more than 3 Puissance, the Rumination Surcharge is zero.
* If at least half of all Vampire Lords have 3 Puissance or fewer, the Rumination Surcharge is one.
* If only one Vampire Lord has more than 3 Puissance then the Rumination Surcharge is an additional two.
