Wouldn’t you want to lower its speed as much as possible? We can even change what items we are holding during an encounter to balance that out; at least I don’t see a proposal being made stating we can’t change them before the encounter begins.
I’m just saying that having 4 shots at a 60% chance per shot yields an 82% for beating the encounter while having 5 shots at a 40% chance per shot yields only a 66% chance at beating the encounter. Ideally we could get 5 people with oars and 2 on harpoons and have a 100% chance of beating it but that’s probably not going to happen.

@card: Well, each oar gives you 2 maneuver, so with 3 oars we’ll start with 6 maneuver, so we’ll have more than enough energy.

The main limiting factor is the number of actions (1/sailor).

I was thinking we’d do it like this:
5*flank (reduce speed to 0)
2*attack (100% success)

If we have fewer people, then we’ll cut some of the flanking.
