Proposal: Lurkers Below the Horizon

In the subrule “Turnabout”, replace this text:

Mindjackers have a publicly tracked Occupancy Tier, which is Tier 0 or the Tier of an existing Tier Rule, and defaults to Tier 0.

with this text:

Mindjackers have a publicly tracked Occupancy Tier, which the Tier of an existing Tier Rule, and defaults to Tier 1.

 

As it is currently written, a Mindjacker who has a Symbol Name could simply leave their Occupancy Tier at the default of 0 and never be affected by any Psychic Pings. This change eliminates that hole.

It’s Tier 0 so that there’s no window where they have an Occupancy Tier but no Symbol Name.

The Symbol Name isn’t the problem. It’s this part of the Psychic Ping response:

The message “A (qualifier) (object) resonates!”, where (object) is the Object of an Avatar’s Symbol Name, (qualifier) is a secretly chosen random other word in that Avatar’s Symbol Name, and that Avatar’s occupancy Tier is the same as the Mindjacker’s level.

If the Mindjacker’s Occupancy Tier is 0, it will never be the same as any Mindjacker’s Level, since Levels cannot go below 1. That’s the hole I’m trying to eliminate.
