Proposal: [MIC] Relics are we.

Create a new rule “Relic Control” with the text:

WHERAS the MIC relic is valuable to The People;
WHEREAS the Chairman is the most trustworthy of the people;
THEREFOR the Chairman may, as a daily action, grant ownership of the Relic M to any other Citizen, regardless of who currently owns the Relic.

for for now but I’d prefer a slightly fairer method of letting people get the relic. We don’t really want every faction to get this type of rule because then it would be a stalemate.

I expect sub-rules of this rule that limit when and where the chairman can use his power, and other such things that complicate stuff.
