Partly codifying expectations, partly defining a window where there’s guaranteed to be no urgency to get in your request before someone else. In fact, what I would want to really do is have a set of small deterministic windows for processing, if I could guarantee regular availability at those windows.
Good to know what to expect, but yes, smaller windows might be even better.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
