Proposal: Okay, one hand above the table

In “Cases”: replace all instances of “secretly randomly” with “randomly” within the first four bullet points in the steps for creating a Case.

As things get more complicated, it will be handy to keep the check that the rules are being followed of having these rolls in the GNDT. This is a separate proposal (instead of killing the last one) so that the first two cases can be grandfathered in.
