Proposal: One Step at a Time
If there is a rule named “Moving”, in that rule, after the text “unambigously specifying one of the actions listed below”, add the following text:
, as long as that Snail has not mentioned that action in a comment in that Ongoing Race in the last 4 hours or since that Ongoing Race was posted.
We could all just spam the same action a bunch of times within a short time space every time a race starts, leading to a “whoever gets an average higher result with fewer rolls in the Dice Roller” winning each Race. That doesn’t seem very interesting.
I’m open to changing the time interval.

Sure, you can spam crawls at the start of the race. Great you finish in 22 moves. Now the bar has been set and everyone else still gets 22 moves to finish.
