Proposal: Placebo Effect

Enact a new rule, “Doctor Deferentials”:-

If the Doctor has voted DEFERENTIAL on a proposal, that vote is instead considered to be valid and either FOR (if more players have voted FOR the proposal than have voted AGAINST it) or AGAINST (in all other cases).

Not sure that this needs to be in the core rules forever, but it seems useful for secret-information dynasties like this one, where proposals which are very closely tied to the gameplay (like the previous two) don’t affect the Doctor much and should be decided by players with a stake in the game. Tradition is to vote DEF and abstain on such things, but there’s no reason to slow the queue.
