Proposal: Prefective

Create a new rule, “Prefects,” with the following text:

At most two Students in each Dormitory are Prefects.  This status is tracked in the GNDT and, by default, Students are not Prefects.

At any time, the Headmaster may remove Prefect status from any or all Students belonging to a given Dormitory, then assign Prefect status to up to two Students in that Dormitory who are not in Detention and who have or are tied for the highest or second-highest combined total Spell Power in all subjects.

In the rule “Nomich,” replace the sentence “If, any any time, a Dormitory is holding less than seven cards and is not playing a Nomich, the Headmaster should assign them enough cards that they have a hand of seven, and should then send a private message to all members of that Dormitory telling them the composition of their new hand.” with

If, at any time, a Dormitory is holding less than seven cards and is not playing a Nomich, the Headmaster should assign them enough cards that they have a hand of seven, and should then send a private message to all prefects of that Dormitory telling them the composition of their new hand.  These Prefects must truthfully relay the hand’s composition to the other members of their Dormitory at the earliest opportunity.

Add a new column, “Prefect,” to the GNDT, with the options “-” or “Yes”.  Set the Prefect status of all Students to “-”.

I’d like to see some intradorm squabbling, but this is mostly a way to get around the PMs-per-24-hours limit on Nomich hand notifications.

against What happens if a student challenges with cards that his dormitory doesn’t have? There needs to be a fix to this problem before this kind of rule can pass. Also, I don’t like prefects.

A way to get around the PMs-per-24-hours limit: create 4 pads on PiratePad.net (it’s like a notepad online, anyone can edit it and see it), list the cards on the Pads and send the URLs to the members of each dormitory. They’ll be able to check them at all time, it’ll be easy for you to change the information for all players in one step.
Sure, if the URL was posted by someone, the hand would be public. Then again, I could say Ichneumon’s hand in this comment.
There are probably other ways than that, but it’s the one I thought about first. ^^

@Greytyphoon: The thing with PiratePads is that if someone from another house find the URL, they can change what’s on it and cause players who don’t notice the edit to make invalid plays, which can’t happen with static PMs.

Any Student can already try to play cards his Dormitory doesn’t have, but that comment would have no effect on the gamestate, as “a play is a sequence of cards, of any size or composition, from the Dormitory’s hand.”  If the sequence of cards in question is not in the Dormitory’s hand, the play is invalid and it’s just a non-gamestate-affecting comment—the challenge is considered to still be awaiting that Dorm’s play.

Unless all four Dormitories need a new hand at once, the PM message limit won’t be exceeded.  Also I think all Students should be informed of new hands.
