Change the text of paragraph 2 of the rule “Pie Quota” to the following:

Whenever a Baker has more than 20 total pies, that Baker must immediately lose Empty pies—or, if the Baker has no Empty pies, pies of the flavor they own that comes first in alphabetical order—one at a time, until they have 20 total pies, at which point these automatic reductions stop.  To clarify: due to the rule of “Empty pies first, then alphabetical order,” Bakers have no choice in which pies will be lost in this way.

Someday we’ll make this work.

against Just don’t like the idea. I’d rather plan things in advance than suddenly reach the limit and oops lose pies

There’s nothing stopping you from planning in advance here.  It’s still a better idea to plan in advance. 

But since the current rules simply prevent you from taking any action that would bring you over 20 pies, this change would prevent a situation where you have 10 Empties, 10 semi-useful pies, and hardly any options to move forward.

I doubt you can’t convert something into cream in this situation.

against I’m perfectly happy with simply not being able to do things that would put you over the 20 pie limit. The only case where this becomes any problem is if you’re converting dutch apple to cream.
