To the end of the rule “The Wire”, add:-
If a Royalty event is generated and its Location is neither the United Kingdom nor Japan, then the Mogul shall randomly assign it a Location of either the United Kingdom or Japan.
[Josh] Fair point. This may make Stance selection more interesting, though, if we end up using Location Importance for anything (instead of giving you a 30-through-100 spread, Royalty always spits out either 100 or 50).
Wouldn’t that fall under government though, Josh? Might make sense to just remove royalty and treat government as politics.

@Clucky - arguably Royalty falls between Government and Celebrity anyway.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
