In the rule “Licensing” replace “At any time, an Imagineer may exercise an IP License by paying 1 SMILE” with

At any time, an Imagineer may exercise an IP License by paying 1 + X SMILES, where X is the number of other times that they have performed this action since they last processed a business day,

 

I feel like just being able to easily fill up a business day is potentially abuse-able
