As per “Treaty of Versailles”, I have achieved Victory.
“If an Emperor other than the Player is the some Signatory (besides the Player) to this Treaty, and is Signatory to to other Treaties, then that Emperor achieves victory.” might be dubious as all hell but it’s always worth attempting to scam, right?

There are elegant solutions to this but you didn’t find them; “to to” is an obvious typo that I would personally correct to ‘to no’, and as it’s not sensical I would assume that the some Signatory is an undefined keyword, which you are not.
Fwiw I think that this is a minimum three person scam.

“to to” might be a typo for “to no”, or “to two” or simply for “to”. So it’s not obvious that Josh’s correction is correct, if the text were proposed as written.
In this case, though, we know it’s not an error, it’s a deliberately malformed sentence. As such, I can’t conclude that the ungrammatical if-clause is satisfied.
