From 2.2: “A Corporation may, at any time, set its Production value to the square of the number of Factories it controls.”
Corrected the numbers as per the GNDT right now. Enter a CfJ if you’d like to contest, Chronos.

To clarify: that means 4 factories crates 2 production, yes? Not 4 factories creates 16, correct? Simple mistake, it seems.

No. 4 Factories = Production equal to THE SQUARE OF 4 = 16 Production. You and Chronos appear to be reading “square” as “square root,” but that doesn’t appear until later in the rule.

Here is how it works:
4 factories gives you 16 production.
You spend 16 production on factories. You build sqrt(16) = 4 factories.
You spend 9 production on offices, 4 on factions and 3 on cash.
You build sqrt(9) = 3 offices, sqrt(4) = 2 factories, and 3 cash.
You square root when figguring out much you build, you square when figguring out how much you can build.
