Enact a new rule entitled “Story Submission” with the text:
Any player can submit a Prospective Cover Story (PCS) by posting an entry in the “Story Post—Votable Matter” category with the text “[PCS]” in the title. When a PCS is Enacted, the “Cover Story” field in the rule “The Plan” is modified to the body of that post.
An admit can fail any PCS if the player who submitted it has submitted another one more recently.
Amend the rule “The Big Day” by:
- adding a paragraph after the paragraph beginning “If no Activist has Raised the Banner” containing the following text:
If no Admin has Chosen a Cover Story, any Admin can do so by first failing each Prospective Cover Story, if the player who submitted it has submitted another one more recently; then creating a blog post containing the list of Prospective Cover Stories and the (number of votes for, after evaluating Deferentials * number of votes against, after evaluating Deferentials); then selecting the PCS with the highest such value and Enacting it. If multiple such PCSes exist, the one to be Enacted is the one submitted earlier
- adding a new item to the list after the final one with the following text:
+3 if the Cover Story field of The Plan was set by a Prospective Cover Story they submitted.

I’m sorry if this is lame, but we have to have a way to fill out the Cover Story field.
given the mistake, and also some other issues: failing a PCS doesn’t actually make any difference (it can still be enacted), and putting “the body of that post” into the ruleset discourages the kind of creative writing you seem to be suggesting here.
