Gold stars are fungible, Achievements unlocked once by specific rules are not.

Gold Starring Victory doesn’t mean anything. 

Bucky: Neither does Achievement Victory which, thankfully, is not in the Ruleset. Achieving Victory will be unaffected.

Yeah, it is broken: settings[emperor] should be changed to settings[‘emperor’] throughout the script
