Add to the Powers rule:-

No Power may be created or modified that would result in an Incarnation having the same component in more than 5 of eir Powers.
No Power may be created or modified that would result in an Incarnation having more than 12 Powers.

If any Incarnation has the same Component in more than five of eir powers, remove the highest total Might valued of those Powers, until e is left with five Powers using that same Component. If any Incarnation has more than 12 Powers remove the lowest total Might valued of those Powers, until e is left with 12 Powers.

I’d like to limit the Powers to make Incarnations differ from each other, instead of ending up with Omni-Incarnations which can do everything.

I think that this limit is a good idea, especially since we can potentially destroy powers using Eclipse. If that particular proposal fails, however, we’ll need some mechanism to remove obsolete powers.
