Create a new rule with the title Removal of GNO’s Secrecy

At the end of the dynasty, a member or former member of GNO must post the decrypted version of the encrypted text (as defined by GNO’s Shhhh rule) or give the method used to decrypt it before a new dynasty or meta dynasty may begin. If more than 72 hours have passed since the end of the dynasty or if GNO has less than 3 members, this rule does nothing.

I’m not implying that nobody would say what the text said. I just want to be sure it’s translated.

against .  Too broad; it should only include encrypted text in GNO faction rules or enacted GNO faction proposals.
