Replace the penultimate bullet point of “Divergence” with:-
* A Proposal may include the tags “[Alpha]” and/or “[Prime]”; if it includes neither then it is considered to include both. If a Proposal not tagged Alpha would amend the Alpha Ruleset, or if one not tagged Prime would amend the Prime Ruleset, then that Proposal is Unstable.
Replace “If a Proposal to amend a Dynastic Ruleset is Pending and no version of the submitting Scientist is present in that Ruleset’s corresponding Universe, any Scientist with a right to vote on that Proposal may note this fact in a comment under that Proposal, and this will be considered equivalent to a vote to Self-kill that Proposal.” with:-
If a Proposal to amend a Dynastic Ruleset is Pending and no version of the submitting Scientist is present in one of the Universes named in its tags, that Proposal is Unstable.
Then add to that rule:-
If a Proposal is Unstable, it may not be enacted and any admin may fail it at any time.
Allowing proposals to apply to both dynastic rulesets, open to voting by all, so that some aspects of reality can still proceed in parallel after the portal opens. (Otherwise any post-portal fixes and mundane mechanical expansions are going to need proposing twice, once from each side.)
Also replacing the self-kill mechanic (which may not work - it’s impossible for me to vote to “self”-kill another player’s proposal, so making something equivalent to that vote has no meaning?) with a broader keyword.
