Proposal: What is a rule?

In the rule “Grading” replace

has not caused that Student to Score earlier in the current dynasty.

with

has a code for which no rule having that code has caused that Student to Score earlier in the current dynasty.

If I change part of a rule, is it the same rule? What would qualify it to be a different rule, the name changing? I think its better to play it safe and specify exactly what whole “same rule” part means to avoid future problems.
