In “The Big Day”, replace “-2 if the Activist has no Identity, or set their Identity for the first time within the past 10 days” with “-7 if the Activist has no Identity, or set their Identity for the first time within the past 10 days”.
Replace “an Activist’s Impact can be calculated” with “an Activist’s Impact is an integer which may go below zero and which can be calculated”.
Per Trigon’s comment on Strangers’ Gallery, upping the Impact deduction for a brand new or cagey activist.
The current -2 penalty doesn’t amount to much, as such a player can easily pick up one of the +2 “has never pursued” bonuses to cancel it out, and can choose their faction based on the current state of the Plan, giving them a good chance of getting the +3 Win/Lose bonus as well.
