Change the rule “Cycles” to read:

The game proceeds by Cycles, with each cycle lasting 72 hours. The first Cycle will begin after the first 0000 UTC after the creation of this rule.

Resolution occurs at the end of a cycle, so there’s no need to wait around. Whoever wrote that rule is an idiot…

against , because this is retroactive and can paradox itself if it is delayed too long.  It’s not even clear that directives sent while this is pending have any effect, so it’s likely to leave someone with not enough time to send in directives.

Re: Why Wait
I have a collection of theories as to what makes a good dynasty.  One of them is that it’s bad for a dynasty to start gameplay too fast because it distracts people from proposals.
