Create a new rule titled Majority Vote

A Wizard may cast a vote of MAJORITY on a proposal by including the text “:MAJ:” in a comment. A vote of MAJORITY is considered to be valid and either FOR if, once all DEFERENTIAL votes are counted, more EVCs are voting for a proposal than have voted against it or AGAINST in all other cases.

I thought about including a minority vote, but I don’t think it would do anything else other than slow the game down.
Anyway, this rule provides expedited voting for proposals which some players don’t care whether is passes so don’t vote on or cast a vote of DEF and the Emperor never casts a vote.

Afraid this is an illegal third proposal, you closed Count Me Out while the older Refined Terrain and Combat was still pending.

The difference between DEF and MAJ seems very small here. If the Emperor is taking more than 48 hours to vote on proposals, we have bigger problems.

oops, i guess I messed up the order of the queue. there’s some instances where the emperor purposefully doesn’t vote on a proposal but the imperial deferential takes care of that i suppose. i also wanted to provide an option for people who don’t always agree with the current emperor. anyways i’ll just shelve this proposal for later.
