Enact a subrule to “Imaginary Friends” called “Best Friends”:-

Each Imaginary Friend may be Best Friends with a single Child; this is tracked in the Child’s GNDT row under “Friend”. By default, an Imaginary Friend is Best Friends with the Child who proposed the proposal that created the Imaginary Friend; if this would not be possible, the Imaginary Friend has no Best Friend.

If an Imaginary Friend is Best Friends with a Child, only that Child may cast votes on behalf of it.
