I missed that wording. As written, doesn’t it mean that the oldest proposal can be failed if it hasn’t timed out but would pass if it did?

Without the “passage of time” wording, a proposal which had, say, 6 FORs (i.e. less than quorum) and 0 AGAINSTs could be immediately failed if it were at the back of the queue; because as it wouldn’t have been quorumed, it couldn’t be enacted without waiting for it to time out, and so if the rules don’t explicitly allow timing out as a method to allow a proposal to eventually pass, then if a proposal can’t be passed right now it can be failed.
