Revolutionary Victory: A Cell is Defiant if and only if it has an Ideological Proximity with the Ministry of Information of 1 or less, and if the effect of the Colonial Palace building has been triggered at a time when that Cell was a Leader. A Cell has achieved Revolutionary Victory if it is Defiant, and if its Notoriety is higher than that of every other Defiant Cell.

Turns out Spyder isn’t actually influential. So where I was happy using the influence system to kingmake myself into victory I’m not happy doing a normal kingmake into victory and the only way this can pass is if it passes normally (as Josh will at best abstain and Kevan will vote against so it won’t possibly get influential quorum)
