Proposal: Fluency/Influency

Add a new rule to the ruleset, called Influence Quorum, with the following text:

Any Cell whose Most Wanted score has been above 5 in the past three News Posts is an Influential Entity; the Ministry of Information is also always an Influential Entity. Whether or not a Cell is Influential is publicly tracked.

For the purposes of any proposal that affects only the dynastic rules or gamestate (a ‘Dynastic Proposal’), the following is true, superseding the criteria set out in the core rule Votes:

A Dynastic Proposal is Popular if any of the following are true:

* It has a number of FOR Votes that exceed or equal Quorum.
* It has a number of FOR votes from Influential Entities that exceed or equal quorum of Influential Entities.
* It has been open for voting for at least 48 hours, it has more than 1 valid Vote cast on it, and more valid Votes cast on it are FOR than are AGAINST.

A Dynastic Proposal is Unpopular if any of the following are true:

* The number of Cells who are not voting AGAINST it is less than Quorum.
* It has a number of AGAINST votes from Influential Entities that exceed or equal quorum of Influential Entities, and it does not have a number of FOR Votes that exceed or equal Quorum.
* It has been open for voting for at least 48 hours and it is not Popular.

Add the following to the end of the first paragraph in the rule News:

The Ministry of Information may not give a Cell a Most Wanted score of 5 or less if it has authored a proposal, sent a Communication, or submitted an Application in the last Cycle.

1) makes the dynasty a bit impenetrable for new/returning players because they won’t be able to become an Influential Entity.

2) “Dynastic rules or gamestate” could be “Dynastic (rules or gamestate)” but it could also be “(Dynastic rules) or gamestate”, meaning maybe everything is a dynastic proposal

3) There are some paradoxes here where a proposal can be both popular and unpopular (if say, all 4 Influential Entities vote FOR but it has 5 against votes all from non-Influential Entities )

1) Sure they will - it’ll just take three cycles of participation

2) & 3): Okay, sure. These can be patched though. At some point we should probably streamline the core rule to make unpopular = not popular + time.


Anyway, I’ll pop a patch up with my next slot.
