Add the following to the end of the rule Recollection, if such a rule exists:
If at any time no Memory of Atlantis has changed their recollection in the preceding 48 hours, and at least one Memory of Atlantis has a value for their Recollection, then the most recent Memory of Atlantis to set their Recollection may be considered to have had Consensus for the past 24 hours.

I can see the angle, but it risks putting us in a holding pattern: as soon as that 48 hours is on the horizon, if you aren’t the most recent Recollector you either have to ask an accomplice to toggle their vote (which may be trivial) or bite the bullet and make a minor edit to your own Recollection (removing any support you’ve gained, which may have been quite hard won if players aren’t checking in much).
This can also grant Consensus to someone who doesn’t have an idea for the next dynasty, if all they’ve done is Recollect a name!

@Kevan - I have a suspicion that there aren’t going to be loads of players aggressively jostling for this one.

[Josh] I share that suspicion, but I think this change could only slow down an endgame between two or three players. If just two of them are attentive enough to each reset the 48 hour clock whenever they’re about to lose, the best case is that (if they both have an accomplice toggling a vote) this rule makes no difference, and the worst case is that it makes regular Consensus harder to reach by periodically deleting support-Recollections from semi-active players, which may not be recast for several days.
