Those characters are defined under the unicode standard as enclosed numerals, so I believe they are still valid. Doing something like “lOO” for 100 would be invalid.

Since it could be considered both valid (“hey they’re still numbers, no?”) or invalid (“dude what is this weird shit”) someone can just pick the lesser evil and say “nope, that isn’t a valid bid lol”.

It can happen with anything with multiple interpretations really. It really just depends on what people are motivated to do.
