At any time, a Innie in a Department with a Project assigned to them which has Progress equal to or more than the Goal may remove the project, apply the Project Reward, and decrement the Department’s Quota by 1. Then, if they have no Project assigned to them, add a new Project to the list and assign the created Project to their Department.

Within the rule “Performance Cycles”, after the step known as “Improvement Needed”, insert the following step:
Personal Improvement Plan: For each Innie with one or more Reprimands, increase the Stress of that Innie by their number of Reprimands.
- Any Innie (or the Board) should be able to process the completion of a Project, not just the Innies in the Department that completed the Project.
- Projects can be completed at the same time, but are processed separately. This introduces timing scams wherein two Departments can finish their 10th Project at the same time, but if one Department process the removal first, the other Department is punished for not “meeting Quota”, despite having completed all 10 projects. The addition of the 24 hour timer once a Department’s Quota is completed will help ensure this is not an issue.
- There is no current punishment associated with Reprimands. This adds an increase in Stress based on the number of Reprimands an Innie has received.

I’d imagine it would slow the game down less if you simply considered projects that are due for completion to actually be completed when it comes to working out quota.
If you force people to wait 24 hours, you get into the weird situation where someone can snipe an extra work action out while people are waiting to end the current cycle, unless the previous work action was right on a daily boundary.
