Proposal: Stapler in Jello

Add a new subrule to the rule Departments, called The Water Cooler:

Innies who are part of the same Department as each other may communicate as if the rule No Private Communications was not in effect.

The Board approves of the efforts of Innies to strengthen their working relationships within their respective Departments as long as it increases their productivity.

Communication with Innies in other Departments will be strictly monitored and efforts to widen that communication will be stamped out to maintain productivity within departments.
