In the rule “Departments”, add the following text as a new paragraph:
A Department’s Team Performance equals the mean Evaluation Point of all Innies in that Department.
In the rule “Performance Cycles”, in the steps for Performance Review, before the step that starts with the text “New Cycle”, add the following steps:
* Branch Transfer: Perform the following substeps
** Cream of the Crop: From the Department with the highest Team Performance, publicly randomly selecting from any ties, select the Innie in that Department with the highest Evaluation Point as the Top Performer, publicly randomly selecting from any ties.
** Last Chances: From the Department with the lowest Team Performance, publicly randomly selecting from any ties, select the Innie in that Department with the lowest Evaluation Point as the Bottom Performer, publicly randomly selecting from any ties.
** Harmonizing the Team Equilibrium: If there is any Department with fewer Innies than any other Department, assign the Top Performer to that Department if they aren’t already assigned to that Department.
** Balancing the Humours: If the Top Performer did not change Departments in the previous step, swap the assigned Departments of the Top Performer and the Bottom Performer.
Balancing Departments every Performance Cycle, first by number and then by performance if the numbers are roughly even.
