What? This is obviously some sort of scam to bypass Smith’s fix, isn’t it? Given that there are existing ruleset terms with quotes around them and this is saying that they should explicitly become player names. Come on.

That’s why I left the option of putting it off until the next dynasty.  Also, this fixes not just player names but also item names, etc.

I don’t see it as a scam, as such, but almost every Law has at least one term in quotes, making this very difficult to implement as it is.
