Remove all text from the “Civil Titles” rule, except for its bulleted list.

To the start of the rule, add:-

Each Architect holds zero or more Civil Titles, tracked in their section of the Moon Sites wiki page. If a particular Civil Title applies to an Architect’s Site, that Architect may hold that title (removing it from any other Architects who hold that title) by updating the Moon Sites wiki page to that effect.

The Civil Titles are:

Throughout that rule, replace “is a civil title held by the architect with” with:-

Attempting a cleanup, building on previous fixes. Each Civil Title here has a criterion; if you alone meet it, you get that title and hold onto it until someone else can claim it (even if your Site no longer meets its criterion).

As in Settlers of Catan and other games, if I achieve a Title by having three of a thing, someone else later catching up to three won’t move the title - they’ll have to go to four. But if I claim it at three and then fall back down to two for some reason, somebody coming in at three can take it.

I like this rule change, but there’s nothing really prohibiting one Architect from taking a Civil Title from another if both are tied for the Title, which might just end up as a tug-of-war until the end of the Dynasty.

(I particularly see this happening for the Cool House title, as once it is claimed, the Architect who holds it can keep it for the rest of the Dynasty if they Build cleverly.)

Ah, good point, I intended this wording to mean that ties would be ignored, but it’s possible for two sites to “have the largest number of contiguous Quarters modules” etc, so yes, there’d be a tug of war.
