Additionally, Proposals may be submitted and resolved as normal, provided that the Proposal(s) either only have the effect of amending the non-dynastic ruleset and/or the Building Blocks page, or that the Yard has posted an Ascension Address during this Interregnum and the Proposal(s) were posted by the Yard.
Here’s a core change to fix the issue. It means that the Emperor can post his proposals provided that he’s already posted his ascension adress.
