Add a new RED dynastic rule to the Ruleset. Call it “The Locked Room” and give it the following text:

A Citizen in Sector BLN is considered to be in Room 23-J if and only if that Citizen has a Briefing Room Key. The following Citizens and Officers have Briefing Room Keys: lilomar,Bucky

For each EVC on this proposal that contains a FOR vote, append a comma and the EVC’s author’s name to the end of that rule. For each EVC on this proposal that contains a FOR vote, that EVC’s author gains 3 Treason Points.

because Bucky included themself on the list without “paying”. Also, because this proposal doesn’t actually put people inside the room, just lets them into the room if they’re in the right sector, so it’s actually a bad deal to vote for the proposal.
