Just to confirm, were the 10 batteries for the dormant cells placed, or was it just the ones from energized? Because that looks like a lot of batteries overwritten by firewall.

The rules on where the Batteries can be placed can limit the actual number of Batteries that actually get placed. Read into that what you will:

Privately randomly select 10 Dormant Cells (or as many as can be selected, if fewer than that number exist) and set their Value to Battery (A Cell is Dormant if no Runner has a Location in the same row or column as it, and if no Runner is in the Cells orthogonally and diagonally adjacent to it.)
