Wrangling the wording on this one to avoid an atomic action making itself flavour text while it’s happening, I think the existing Fail State may have the same problem: if a step in the atomic is “repeal all rules” and “For the purposes of determining the ordering or legality of game actions, the time of an Atomic Action shall be the time that it is completed”, that means the action was performed at the same time that the rule defining it was repealed. If the rule didn’t exist at the time you performed the action it defined, it seems like the action would be against the rules.

That’s an interesting one. I think that an AA *should* have to be carried out under the rules as they were when it was started, regardless of how it changes during the doing, to prevent timing scams of proposal enactments by accomplices midway-carried-out (a scam I’ve tried to get going before but which people are weirdly squeamish about); clearly the ruleset doesn’t support that read though
