In “Understanding”, add a paragraph after the second:-

As a Discreet Action known as Refreshing, an AI may blank their own Understanding (if they have not already done so since the most recent Sweep).

In “Nosy Researchers”, replace “following atomic action” with “following atomic action (known as a Sweep)”.

Allowing AIs to change their mind about what their World Data represents, given how rightly cautious most players are being about committing to anything.

I feel like this is too strong as it enables players to perform one set of actions with their understanding, reset their understanding, fill it back up, and then perform a second set of actions. All done during the same sweep.

That’s stronger than the current situation, but I don’t think “too strong”, given that you also have to pay for those actions (they’re all either Conspicuous or Treacherous) and every swap reveals what possible Understandings you have in your collection. And you still have to make the call of how to leave your Understanding set up, for the passive Human/Hide effects.

The current system of locking in Understanding until you get Reinitialized certainly seems too weak, I think, in that I’m not tempted to bother using it for anything beyond Human recognition right now.
