Proposal: Leading us into a new era

Create a new rule called “Proto-Government”:

A Proto-Government (or “PG”) has a name and contains up to 3 Cells - one Judicial member, one Legislative member and one Executive member. A PG that has had all three members during two full Cycles is Ready. PGs are privately tracked by the Ministry of Information. All members of a PG must share at least 1 Ideology. A Cell can only be a member of one PG at a time. Two PGs cannot have the same name.

As a cyclical action, a Cell can clearly privately communicate to the Ministry of Information a name and position (Executive, Legislative, Judicial) for the purpose of this action - this action is known as Proto-Politics. Then, if that PG exists, and the position is vacant, they become a member of that PG in that position (if possible). Otherwise, they create a new PG with that name (if possible), then they join it in the position chosen.

A Cell can leave their PG at any time by making a Story Post that clearly indicates this.

A Cell can only achieve victory if they are the Executive member of a Ready PG.

I intend for the Legislative and Judicial positions to have special, non-victory powers but this will do for now.

This is an attempt to make private comms always relevant (you have to negotiate and mantain a PG) and distance ourselves from just solitaire-ing a win.

Yeah, fair.

I don’t hate the direction, I do wonder if it’s a mechanic in a ruleset that’s already becoming a bit top-heavy.

against Instant victory if you name your (freely-nameable) Proto-Government “a Ready PG”.

I don’t think it’s instant victory - it names a condition to achieve victory, it doesn’t grant victory itself.

I think there’s enough potential mileage in an argument of “a Cell is only able to achieve victory if it is X; I am X; I am able to achieve victory and therefore do so” that I wouldn’t want to gamble on it. I know there’s mild academic disagreement on whether “achieving victory” is a passive quality or an invoked player action, and I’ve no idea what a present quorum thinks about that.
