Why do it this way instead of also updating the default values for citizens?

Main intention here is to break the players up into a few arbitrary groups, so that gameplay proposals might build on that (being able to propose moving everyone from one Floor to another, rather than having to list names). The default Floor 1 seems okay for now.

It’s also intended as an example of the kind of proposal that’s fine to make, this dynasty.
