I think you would need a second DoV, though - one to prevent proposals from being made, which would have to be clever to avoid pissing people off ala Cuddlebeam, and then another afterwards to declare victory since there have been no proposals for 72 hours. But in between, if someone figures out what you’re doing, there could be a CFJ to immediately fail your first DoV or revoke the timeout rule.
But you’re right, I wasn’t thinking very hard about it when I voted on that, only that the dynasty was getting kind of slow. I don’t think I would have been terribly mad if someone had exploited that.

On the timeout proposal, If it had passed I might have been able to scam my way to victory via the DoV hiatus rule. It would have been a weird DOV though: wait until no proposals have been made for 24 hours (this is not particularly rare). Then make a DoV that says that I’ve won because with the current voting patterns of this dynasty, the DOV won’t be passed for 48 hours and during that time no proposals will have been made. At that point 72 hours will have passed with no proposals having been made and I would have achieved victory as the organ with the most (2) posterity points.
Its a really weird way to do things, because there is a rule to prevent using DoV as a way to pause the game anytime you feel like. Thus any DoV would have to be an honest attempt to win, but still get the pausing effect.
Its all academic now, but I thought I’d share it. And also see what everyone else thought about it—was there something I was missing?
