In “Buildings”, replace “being owned by a single Guardian or Foreign Power” with:-

being either Uninhabited (having no owner), or owned by a single Guardian or Foreign Power

And remove “; however, Embassies may be Uninhabited”.

Allowing any Building to be Uninhabited. Mostly a patch to my previous proposal (which amends the wrong wording for Uninhabited Buildings and would fail in its attempt to allow them), but worth having anyway since it’s currently technically possible for the game to try to create an Uninhabited House, if an Embassy gets hit by Sea Monsters and Water in consecutive Auguries.
