In the rule Districts, change “A level of Defences, being a number that defaults to 0.” to read
A level of Defences, being a number that defaults to 0 but which can be negative.
If Proposal: Grain Rats was enacted, change “if you have no Defences” to “if you have zero or lower Defences”.
Defence preparedness can dip below the baseline.
Demoralised or maybe even actively treacherous citizens who could easily be co-opted to undermine the District from within?
The “Lose 1 Food if you have no Defences” Downside will need clarification, if the Grain Rats get in.
I’d love to vote for this, but it makes this first Dilemma a bit unfair, as everyone was able to get an Upside with no Downside.
I suppose I could post a CfJ to subtract everyone’s Defences who took Clearing this first time, but I’m sure I’d be outvoted.
In fairness you were also able to take that Upside, at a time when this proposal was visible in the queue, but chose to go the other way. This proposal was made at a point when every District had chosen to Clear.

That’s true. I had jumped on the current Dilemma without reading through the Proposal queue first.

What would the mood be for a District with negative Defences? Weakened infrastructure that’s in danger of collapsing and doing even more damage, if the area gets hit by a disaster or attack? Guards standing around next to big red barrels?
