Enact a new rule, “The Fall of Atlantis”:-
If all Buildings that exist are Flooded, or if no Buildings exist, then no further dynastic actions may be taken by Guardians, and the Guardian with the highest Foresight has achieved victory. (If tied, the tied Guardian with the most Money has achieved victory; if still tied, the tied Guardian with the most Piety has achieved victory.)
We’re two weeks in, perhaps time to consider a victory condition?
This seems like an incredibly drawn out win con, especially considering the large number of other disasters. I’m willing to give it a shot though.
