Add the following Zone Rules:

To the rule called Floors:

Emergency Exit: A Citien who is occupying this Zone may freely set their Floor to any Floor.

To the rule called Vertical Movement or Zoning:

Breach: Each Citizen occupying this zone gains a Heat Signature; whether or not a Citizen has a Heat Signature is publicly tracked.

To the rule called Movement Proposals or Logistics:

Any Movement proposal made by a Citizen occupying this Zone may name one or more other Citizens in its comment field; if it does then only those named Citizens have their EVCs considered when changing Floors as a result of that Proposal’s Enactment.

If Proposal: Time to Crate was enacted, add the following to the Atomic Action detailed in it:

Add a Copbot Swarm to each Floor that is occupied by a Citizen with a Heat Signature.

Add the following to the rule Floors:

Floors may also contain Copbot Swarms; these are publicly tracked in the same place as the locations of Citizens are tracked.
