Add a new rule called “Complexity” as follows:
The Complexity of a Dynastic Rule is equal to the number of paragraphs in that rule, not counting headers or lists. Only a rule which is nested exactly one level under the heading of “Dynastic Rules” in the Ruleset has a Complexity calculated in this way; subrules to any such rule have the same Complexity as their parent rule.
If a Castaway’s HSR is greater than than the Complexity of a Dynastic Rule, they may not take any dynastic actions defined by that rule.

Why not subrules? Also, longer rules are easier to take actions from? Guess that makes sense, they are sometimes more central.
