After the first bullet point in the Declaring action, add:-
* Optionally Conduct Trade between two different Buildings they own in adjacent Districts
Replace “When a Guardian owns at least two different buildings that are in adjacent Districts they may, as a daily action, select two such buildings and use them to Conduct Trade. The effects of Conducting Trade depend on the chosen buildings in question, as follows:” with:-
The action of Conducting Trade has an effect based on the Buildings chosen, as follows:
Moving Trade from a daily action to a step of the player turn.

I guess I don’t want to overload the queue mechanic? Needs to be something to do in the downtime, anyway.

I think we’re okay for downtime, we’re currently looking on track to get a full Queue processed in around a day, certainly no more than two. Adding a secondary game clock will introduce some timing issues and may even slow the game down, if it starts mattering tactically what time of day players take their actions, meaning that sometimes people will decide to delay a bit. (There would certainly be a mild incentive here to take a Declaration very late in the day, ideally at five seconds to UTC midnight, so that you’d get to use a new-that-round Building in that particular day’s Promenade, but the players behind you in the queue wouldn’t.)
Downtime already has making and voting on proposals, hopefully. And there’ll soon be some bargaining with other Guardians about what to build where, and what the Oracle might have said.
