In “Adherents”, after “optionally a single Ideology (defaulting to none)” add:-
optionally a single Building as their Workplace (defaulting to none)
Replace “At the end of each Cycle, each Building gains 3 Progress per current Adherent that is assigned to a Project naming that Building.” with:-
At the end of each Cycle, each Building gains 3 Progress per Citizen who has that Building as their Workplace.
To “Buildings”, add:-
As a Cyclical Action, a Cell may create an Application (being a list of Citizens and corresponding Buildings) and send it to the Ministry of Information.
To the bulleted list in “Adherents” which contains a step beginning “For each Vouch”, add:-
* For each Application received during the previous Cycle which named only Citizens who both Adhere to the Applying Cell and do not have a Secret Building as a Workplace, change those Citizens’ Workplaces to the corresponding Buildings specified.
Remove all paragraphs from “Buildings” that include the word “Project”.
Answering Ream Awe Dwelling’s call for a suggested Adherent assignation system: each Citizen has a Building as a Workplace, which can be privately changed at the instigation of their Cell - a person just can’t move from a criminal job to a government one.
