Add a new dynastic rule, called Argumentation:
An Argument is a special type of votable matter, used to establish or resolve the meaning of Atlantean words or pictographs.
An Argument must contain only a single proposition about a piece of Atlantean language that can be observed in an existing Atlantean Scrap. That proposition may include the meaning of a specific symbol or an argument about the grammar or syntax of the language, and may not make any statement about any other part of gamestate. When an Argument is Adopted, its proposition is publicly tracked and must be accepted as true by all Memories of Atlantis. When an Argument is Rejected it is publicly tracked and must be accepted as untrue by all Memories of Atlantis.
Arguments must be posted in the Story Post: Votable Matter category. They do not count towards proposal counts or limits, but each Memory of Atlantis may only have one pending Argument at a time.
Any Memory of Atlantis may resolve any Argument that has not been resolved, on the following basis:
* If the Argument has been open for voting for at least 24 hours, has at least one vote cast on it by a Memory of Atlantis other than its author, and has more FOR votes than AGAINST votes, it may be Adopted.
* If the Argument has been open for voting for at least 24 hours, and it cannot be Adopted, then it can be Rejected.
* In either case, the resolving Memory of Atlantis should post a comment to the Argument detailing the number of votes tallied and the outcome of the resolution.Any admin may set a resolved Argument to the Enacted (if Adopted) or Failed (if Rejected) status at any time.
